Ontario's drinking age is 19, which means Toronto doesn't have a real 21+ legal tier the way American cities do. What it has is rooms that enforce 21+ at the door as policy — usually King West flagships during peak events — and rooms whose pricing, dress code, and crowd composition produce an effectively-21+ environment without a legal cutoff. Either a venue posts 21+ as a policy for specific events, or the venue's regular operating economics produce a crowd that skews 25+ by default. Most of the city's "21+ feel" rooms are the second category.

Isabelle's — King West
Isabelle's enforces 21+ on Saturdays consistently. The format is open-concept supperclub — dinner at 8pm, the room rolls into DJ programming after — and the age policy is part of how they curate the crowd. Bottle service is the dominant entry path. The Yorkville lounges — Yorkville
Not nightclubs proper, but worth naming: the Yorkville cocktail-lounge cluster (Library Bar at the Fairmont, the Park Hyatt rooftop, the Four Seasons lobby bar) effectively produces a 30+ room every night through pricing and format. How the policy actually gets enforced
Ontario ID acceptance is the same regardless of venue policy: government-issued photo ID showing date of birth. When a room posts 21+, the door staff look at the birth year on the ID. If you're 19 or 20 and the policy is posted, you don't get in even if you're with older friends.
The policy is enforced more strictly on event nights than on regular weekends. A 21+ policy on a Wednesday is usually softer than the same policy on a Saturday peak hour.
What to do if you're 19 or 20
Most of Toronto's nightlife is 19+, so the 21+ rooms are a small subset of what's available. The Queen West rooms (Apt 200, Mister Wolf, Cassius, Future) all skew younger and have no 21+ enforcement.
